iRAP Supplier Accreditation

The iRAP inspection system accreditation process is used to assess if an inspection system can collect iRAP data to the required accuracy (and that the associated supplier is considering and managing the health and safety risk to their employees when using the inspection system).

 Once an inspection system/supplier is iRAP accredited it will be added to the accredited list.

 iRAP inspections

iRAP inspections are split into three phases:

  • Road survey – this is where the inspection system travels around the network collecting the video and location data.
  • Video coding – this is where the video data collected during the road survey is reviewed in the office and the iRAP Star Rating attributes are coded.
  • Star Rating calculation – this carried out by the project team using ViDA.

The video coding is either carried out by the supplier or a separate group of coders depending on the project. If this process is carried out by the supplier the coders need to be trained by iRAP, so that they understand how to code Star Rating data. A quality assurance check is carried out on the coded data supplied, this is completed by iRAP (or a nominated third party) to check that the coding is being carried out to iRAP standards (if data is below standard, it is the suppliers responsibility to correct it at their own cost).

 Accreditation process

The accreditation process follows the pattern:

  1. Scoping with the supplier – discussion and/or provision of details of the inspection system.
  2. Estimation of cost of accreditation by iRAP.
  3. iRAP (or subsidiary of iRAP) invoices supplier for 50% of the estimated accreditation cost.
  4. Supplier collects demonstration data (carries out survey if suitable data is readily not available) and submits it to iRAP with health and safety plan.
  5. iRAP reviews the demonstration data, discussing findings with supplier is issues arise. This stage includes:
    • Health and safety plan – is the supplier is considering and minimising the risk to their employees whilst using the inspection. Typically suppliers do this by providing a risk assessment for carrying out the road survey
    • Supply demonstration data set – a demonstration data set of at least 10km is supplied to iRAP, this includes the raw data (video, location data etc) suitable for use with the coding data review software and
    • Review location data – the location data produced by the inspection system is reviewed for positional accuracy and alignment with the video data. This is carried out using the demonstration data.
    • Review video/image data – the video/images produced by the inspection system is review for field of view, resolution and clarity of image. This is carried out using the demonstration data.
    • Review Star Rating attribute recording – the ability of the inspection system to record the road attributes required by the iRAP Star Rating is reviewed. This is carried out by using the coding software and the upload file for the demonstration data.
    • Coding data review software – review the ability for inspection data to be viewed by a third party (i.e. road authority). This is carried out by a copy of the coding review software being installed on an iRAP computer.
    •  Additional supporting information – a review of the inspection system (including the base vehicle) is carried out.
  6.  iRAP completes accreditation record.
  7. iRAP (or subsidiary of iRAP) invoices supplier for remainder of accreditation cost.
  8. iRAP award accredited status for the inspection system – upon full payment and successful competition of accreditation.
